Websites hosted outside of China are practically inaccessible within the country. Some load at an unacceptably or even absurdly slow pace, while others are completely blocked. Additionally, many Western websites are not optimized for mobile devices, making them largely irrelevant to Chinese internet users.

Only mobile matters.

According to data from the China Internet Network Information Center (CNNIC), over 97% of internet users in China access the web via mobile devices. Meanwhile, only 34% use desktop computers, and 32% use laptops. The dominance of mobile devices means that in China, websites and internet applications must be optimized for mobile phones.

Local hosting

Launching a website in China requires hosting on servers located within mainland China. To obtain an ICP certificate, which is essential for publishing the website, hosting must be provided by a Chinese hosting provider or an international company with data centers in China. While domain registration can be done outside of China, active hosting and the ICP certificate require Chinese infrastructure.

Local hosting is only possible when applied for by a Chinese company (legal entity). This can also include a Chinese company with 100% foreign capital, known as a WOFE (Wholly Owned Foreign Enterprise).

ICP licence

A website created in China can only be published on a locally hosted domain after obtaining an ICP certificate, issued by the relevant authority. This certificate is a unique number under which the website is registered in the Chinese internet content provider registry.

The ICP (Internet Content Provider) certificate is issued to a Chinese company (legal entity). This can also include a Chinese company with 100% foreign capital, known as a WOFE (Wholly Owned Foreign Enterprise).

Transferring a domain
to a Chinese company

If you own a *.cn domain registered to a foreign company, keep in mind that launching a website in China requires a Chinese company. This company must have the domain assigned to it, provide hosting in China, and apply for an ICP certificate. This means the domain must be registered to a Chinese company.

Chinese authorities require the domain owner’s name to match the name of the company applying for the ICP certificate. This ensures easy identity verification. Furthermore, this company, specifically its legal representative, is legally responsible for the content published on the website.

If you do not want to transfer the domain to a Chinese company, you can establish your own company in China and assign the domain to it. Only then can you meet the hosting requirements and obtain an ICP certificate. In this case, you need to establish a WOFE (Wholly Owned Foreign Enterprise).
